However, neither the NEC or other entities have pushed the concept aggressively. Including this concept in the Water Act was possible but not done.<br /><br />Today we have a Watershed Management Division, a Water Division, a Hydromet Department and a Bhutan Water Partnership. Now the government wants to create a Water Commission. Will another entity save our rivers? No, not when hydropower development policies remain a closed door affair between the two governments. <br /><br />There was panic amongst our officials when an Indian NGO presented a report on hydropower development in Bhutan. Actually this was a good thing for Bhutan as it was an Indian NGO pointing out the negatives of the projects in Bhutan but our officials were more interested in finding out which Bhutanese NGO had collaborated with the Indian NGO etc.<br /><br />The PHPA projects have brought to light the undesirable impacts of hydropower development. A handful of affected families were still fighting for proper compensation a year or two ago. Seeing the current progress of the dam, I can't imagine them finishing it on the yet delayed completion date.<br /><br />I would put my eggs in a government that starts to rethink hydropower development in Bhutan. Rethinking must start with listening to individual citizens and public opinion. Specifically, I would put all my eggs in a government that says no to the Chamkarchu projects and saves the Drangeme Chu Manas river for tourism and recreation.And all my eggs go to the government who is able to expedite the Bunakha reservoir project. By that time, our river sources will also dry out since all the forest trees will get destroyed in doing so. Hydro power houses will turn into ghosthouse and that time only almighty god knows what will happen to the country.
