Honoring A Brilliant Reader

I am not sure if anyone else can rival me in Bhutan – in the number of blog posts. As of today, including this post, statistics show that my Blog has a staggering 903 articles!

In truth the number does not matter – what matters is the quality of readers that a blog attracts. Over the years, there have been some seriously intense readers who have left some brilliant comments on a number of my posts - comments that are more substantive than the post itself. In honoring one of them, I reproduce below a reader’s comments on my blog on the subject surrounding the construction of the very illegal and environmentally disastrous Shingkhar-Gorgan road.

Talk about MPs playing politics. Any construction in the core zone of the national park is in violation of the Forest & Nature Conservation Act. Where is due process of law here? The procedure is illegal, yet no MP wants to raise it because they want to appease the vote banks in Lhuentse. Quite a different response from the MPs than with the Tobacco Control Act incident, right? BUT, why the difference, if not politics? It is not OK to violate an Act when it suits them, and then they will look the other way if doesn't suit their needs. Rubbish!

Poverty alleviation of our people should certainly be a priority, but at what cost? And will this really be achieved by this 'farm road'? One can debate it either way. With a road comes shops, workers' camps and other settlement that will eat into the otherwise pristine forest (frankly 'pristine forests' are very less in Bhutan - there's cattle and human disturbance everywhere). The more you infiltrate into wildlife habitat, the more conflicts with wildlife you should expect. Then we will lament about poverty alleviation again when tigers and wild dogs kill cattle.

What is with the PM's claim that there is insufficient data that this place is biologically important. Who does he need to hear it from, a foreign expert, a McKinsey consultant, the BBC, or will he have some faith in the Bhutanese for a change? Again, go on, build a lousy road with questionable benefit if that is what you think will get you more votes, but PLEASE don't tell the world that the government cares about the environment. This is not a ploy to be used as you please, let's just be true to ourselves. Let's do away with all parks and reserves, then, what is the point? I find the carbon emission reduction argument equally hilarious. Here the problem is intrusion into the core zone of a national park, not global warming. They are equally important concerns, but different. Even if the road does reduce carbon emission as a result (as claimed by supporters) it does not solve the issue of intrusion into prime tiger habitat AND violation of a national Act.

There's a rumor that the Agriculture minister threatened to resign if the road went ahead as planned - I heard this from a credible senior official. I would believe this to be true - he is a man with integrity. What we need for poverty alleviation is innovation, not a lame-ass excuse of a road with a questionable future. Tourism should come as people coming on luxury treks from Ura to Lhuntse, knowing that they are hiking or riding horses in tiger territory, or on well planned birding trips, homestays involving locals, not Thimphu elites. A bad road will only allow people from Thimphu and those with expensive cars to reach Lhuntse faster. How this will alleviate poverty is to be seen. Bhutan's innovation has stopped at hydropower and roads. We need a new cabinet, seriously. Away with the old ministers who have been around forever. Seriously.

The highway downgrading to a farm road may be indication of the government rescinding or retracting from the earlier, more adamant stand. That may be a good sign, BUT this is only the beginning, we need a good precedence. Democracy should involve all stakeholders - the government alone does not represent Bhutan.

Shingkhar-Gorgan Road, Yet Again

Something fishy has to be going on about this illegal Shingkhar-Gorgan road. I thought that we had buried the issue - but it has reared its ugly head once again. The Kuensel has reported on it yet again, in their 13th April issue. The story filed by reporter Tempa Wangdi makes it clear beyond any doubt that there is more to the construction of the Shingkhar-Gorgan road, than meets the eye.

Is it possible that the road is being pursued – not for the economic betterment of the people of Lhuentse as is claimed, but because of some private interest? Is some private interest behind this relentless push to do the road, even while being fully aware that it is illegal, meaningless and environmentally destructive?

The Kuensel has been candid in reporting the views of the National Environment Commission (NEC) on this issue:

1.  That the NEC will not consider environmental clearance for the road’s construction - until the
     government first sorts out the legality of the road. This means that the construction of the
     Shingkhar-Gorgan road is illegal.

2.  The DoR has falsely claimed that only 18 kilometers of the 37.28 km of Shingkhar-Gorgan
      would pass through the core zone area of Phrumsengla National Park. However, the NEC is clear
      that the road not only passes through the core area of Phrumsengla National Park but
      the entire 37.28 KMs falls in the core zone of the park.

3.  The NEC also pointed out: “In the EIA report, most of the baseline information submitted is

     secondary and sourced outside the project area……”. This clearly means that the DoR has
     tried to hoodwink the NEC by submitting an EIA report assessed (if at all) from an area
     that was clearly not the project area. This has got to be criminal - and a case for the ACC.

Why is a government agency trying to deliberately submit false reports in order that they can do the road?

What desperation drives the Department of Roads and the Ministry of Works & Human Settlement to lie so blatantly to a regulatory authority?

One other thing: the government says that the construction of this illegal road will shorten distance by 100 KMs. What they fail to tell is whether shortening distance will translate into savings in travel time. Also they are very quite on the fact that the road will pass through a geographical area that is unstable and perilous, and that at one point the road has to pass through an altitude that has never been attained before.

Singma-La Pass: If the Shingkhar-Gorgan road gets built, it has to pass through this high pass which is at 4,033M - nearly 253M higher than Thrumshing-La Pass. Singma-La is 153M higher than today's highest road point - Chele-La Pass.

What kind of environmental champions break laws to vandalize the environment? How far can we go with our “Bhutan for Life” when it is clear that we clandestinely scheme and plan to imperil life within the most protected areas?

We have to be careful what we do - if not the world will soon discover that our claims to being a carbon negative country, a land of happiness etc. is nothing more than the drum beats of the charlatans.

THUMBS UP! - to DANTAK

Yesterday I heard the most heart-warming news in a long, long time. I was told that the DANTAK - earlier appointed as the contractors to do the infamous Shingkhar-Gorgan Road, have declined to accept to do the road, ostensibly - because they now believe that they are better off washing their hands off such a controversial and environmentally disastrous project.

They are smart - they would not want all their good work being judged based on one terribly unlawful work that does not bring any meaningful benefit to the people or the country.

DANTAK was established in Bhutan in May of 1961, at Samdrup Jongkhar. Fifty five years later, they are still going strong in Bhutan. They have built thousands of kilometers of road, hundreds of bridges and establishments that have served to put the country on the road to progress and development. Their performance hasn't been all that sterling - not by a long shot! But in the absence of someone better or even remotely competent to do what they did - at a time when they did - they certainly were relevant and they did the best they could.

And now, the fact that they have declined to take on that ruinous Shingkhar-Gorgan road, I say to them - THUMBS UP!

PS: The first Chief Engineer of DANTAK was Col. T V Jaganathan – he was appointed to the post on 29th May, 1961. He is credited with the start of the present day Royal Thimphu Golf Course, with permission from the Third King.

My father served as an interpreter to the Chief Engineer - during his stay in Gaylephu/Zhemgang areas. The old man didn't know English and the only Hindi words he knew were: “Hung” and “Na” - Yes and No. I cannot imagine what he would have been translating. My father used to be paid Rs.10.00 per month as remuneration, out of which Rs.1.00 would be deducted every month - for eating in the common langar - common kitchen/mess/canteen.

Shingkhar-Gorgan Road Will Shorten Distance to Takila

In September of 2015, Bhutan submitted our Intended Nationally Determined Contribution (INDC), to the UN Climate Change Secretariat in Bonn, Germany. The document contained very serious commitments by Bhutan – to combat climate change – through environmental conservation and protection.

On the sidelines of the UNFCCC COP21 in Paris on December 10, 2015, Agriculture Minister Lyonpo Yeshey Dorji singed a joint declaration with the EU wherein Bhutan reiterated its COP 15 pledge to remain permanently carbon neutral. In appreciation of this extraordinary will and commitment to “keep the planet safe for life to continue”, EU tripled its assistance to Bhutan - from € 14 million (2007 - 2013) to € 42 million (2014 - 2020).

On 19th February, 2016, our Lyonchhen Tshering Tobgay captivated the audience at the TED Talks in Vancouver, Canada where he declared:

“Of the 200-odd countries in the world today, it looks like we are the only one that's carbon neutral. Actually, that's not quite accurate. Bhutan is not carbon neutral. Bhutan is carbon negative”.

He went on to say:

We must keep our parks awesome. So every year, we set aside resources to prevent poaching, hunting, mining and pollution in our parks, and resources to help communities who live in those parks manage their forests, adapt to climate change, and lead better lives while continuing to live in harmony with Mother Nature”.

Generating over a million page views (1,311,270 as of 11:02:52AM; May 24, 2016) on the TED page, it has sparked keen interest among the world audience on Bhutan’s most recent environmental protection and conservation initiative – BHUTAN FOR LIFE.

One of the billionaire audiences who sat in the third row during the TED Talks in Vancouver was so impressed that he said he came to Bhutan to see for himself what the realities were on the ground. Whole lot of donors to Bhutan’s environmental NGOs and the BHUTAN FOR LIFE initiative have recently visited Bhutan and trekked the Shingkhar-Gorgan Road areas – to see what this controversial road was all about.

During a number of meetings I assured them that the road wasn't going to happen. I informed them that Shingkhar-Gorgan road would pass through the TNP – something that is forbidden by law. If constructed, the road would dissect the worlds only proven high altitude tiger migration corridor. If we go ahead and do this road, our promises to the world community would be just that – empty promises made without intending to keep them.

Some have put out the misinformation that the road would help avoid Thrumshing-La Pass that at times hinder flow of traffic, particularly during the winter months. The truth is that Singama-La Pass – over which the Shingkhar-Gorgan road has to pass, is even higher than Thrumshing-La. Thus someone has to be seriously stupid to say that the road would serve as a better alternative to Thrumshing-La. Namling is now stable and no longer a cause for worry for travelers.

Those who are quick to point out that Shingkhar-Gorgan road will help cut down travel time between east and west, a better point would have been made – if one were to point out that, by contrast, the country’s poorest Dzongkhag – Zhemgang don't have roads – let alone roads that need shortening. If the government has money available, let us look at the possibility of improving road connectivity in the remote Zhemgang villages.

 Thrumshing-La Pass at under 3,800 Mtrs. As opposed to the barren top of Singma-La, you can see trees atop the Thrumshing-La Pass. This means that this pass is much lower than Singama-La.

There is something insane going on about this road. I am told that some one has written in the Facebook that the Shingkhar-Gorgan road will open up the opportunity for people to visit the World’s largest statue of Guru Rinpoche in Takila.

You would break a law, imperil a rare tiger habitat, cause irreparable damage to a pristine ecosystem and bring ruin to the environment – just so you can get to visit the World’s largest statue of Guru Rinpoche in Takila?

At this scale of insanity, next thing would be that the same people would want the Tawang-Doksum-Guwahati road – on grounds that they can get to go to visit the Kamakhya in the shortest of time!

The Shingkhar-Gorgan Road - Yet Again!

FLASH BACK: Vancouver, CANADA: 19th February, 2016; 9:30 - 12:10 PM (Pacific Standard Time) 

Our Prime Minister Tshering Tobgay was the first speaker of the Session 12 on the concluding day of the TED Conference in Vancouver, Canada (15th - 19th February, 2016).


Within hours of his riveting talk at the conference, a friend sent me a link to the TED website where his talk was featured on the front page. It was heartwarming to see our Prime Minister speak with such skillful eloquence - nary a hint of hesitation nor of faltering - notwithstanding the presence of the assembly of people who, in his words:

“….. some of you here are worth more individually than the entire economy of my country”.

He spoke of our Gho and Kira, of our flourishing culture and of GNH, and free education system and the smallness of our population and economy - all of them with the deftness of an accomplished orator.

Amid laughter and applause, 7 minutes and 14 seconds into the talk, he declared:

“Of the 200-odd countries in the world today, it looks like we are the only one that's carbon neutral. Actually, that's not quite accurate. Bhutan is not carbon neutral. Bhutan is carbon negative”.

Then, 12 minutes and 55 seconds into his total 18 minutes and 47 seconds speech, the Prime Minister proclaimed:

“But it is our protected areas that are at the core of our carbon neutral strategy. Our protected areas are our carbon sink. They are our lungs. Today, more than half our country is protected, as national parks, nature reserves and wildlife sanctuaries. But the beauty is that we've connected them all with one another through a network of biological corridors. Now, what this means is that our animals are free to roam throughout our country. Take this tiger, for example. It was spotted at 250 meters above sea level in the hot, subtropical jungles. Two years later, that same tiger was spotted near 4,000 meters in our cold alpine mountains. Isn't that awesome?

We must keep it that way. We must keep our parks awesome. So every year, we set aside resources to prevent poaching, hunting, mining and pollution in our parks, and resources to help communities who live in those parks manage their forests, adapt to climate change, and lead better lives while continuing to live in harmony with Mother Nature”.

The Prime Minister then went on to talk about another of Bhutan’s conceptual ideas - Bhutan for Life - an environmental conservation effort intended to improve our environment even better than it already is - for the benefit of the earth that is growing sicker by the year.

Prime Minister Tshering Tobgay assured the people of Lhuentse that construction of the much-awaited and controversial Shingkhar-Gorgan highway will commence this year. Lyonchoen said:

We will look into the reasons why the clearance was delayed and if the road is not illegal, work should start this year”.

His Excellency the Prime Minister was clear on this day that the construction work on the Shingkhar-Gorgan road will start this year - “if the road is not illegal”.

A great relief to those of us who know that the construction of this road is not only very, very illegal but also environmentally disastrous!

The construction of the 56-km Shingkar-Gorgan highway has been awarded to Dantak, according to the Prime Minister in the mid-term review held in Lhuntse yesterday.

For the construction of the Shingkhar-Gorgan highway, the government has allocated a budget of Nu 779mn and the project was awarded to Dantak because they have more machineries. The authorities are waiting for an environment clearance from the National Environment Commission (NEC) to proceed with works.


A rather disconcerting report - that the construction of the road has been awarded to the DANTAK. It is also confusing that “The authorities are waiting for an environment clearance from the National Environment Commission (NEC) to proceed with works”. The procedure is that they must first obtain clearance from the Department of Forestry and Park Services, which I know have been denied them, time and again, based on the rules that are in place.

In line with the 56th Commission Meeting held on March 22, 2016, Chencho Norbu, Director General for Department of Forest and Park Services, Ministry of Agriculture & Forests has been appointed as the Secretary for National Environment Commission with effect from April 1, 2016.

I was crestfallen by this announcement but after a fretful sleep, I woke up to realize that the transfer is not so bad after all. As the Secretary of the NEC, he has even more teeth - to ensure the protection of our nature and our environment.

Forestry Director General Chencho Norbu has been admirably unshakable and steadfast in his opposition to the construction of the illegal Shingkhar-Gorgan Road.

Bhutan’s promise and declaration at the COP 21 and that of our Prime Minister at the TED Talks in Vancouver are based on the premise that they are good for humanity. It is now time to transcend the spoken words and demonstrate to the world community that those promises and declarations were made in complete sincerity and with the intention to translate them into action on the ground.

Our conservation and environmental protection laws that are in place explicitly do not permit the construction of the Shingkhar-Gorgan road, not through the areas it is proposed. Thirty six Kms. of the total 56 Kms. of this road goes through complete wilderness. Even worst, the road has to pass through Singmala Pass that is at an elevation of over 4,000 Mtrs. - which is even higher than Thrumshing-La which is at 3,780 Mtrs. In fact, if this road is done, it will be the highest elevation road in Bhutan - even higher than the current highest point - Chele-La Pass at 3,988 Mtrs.

If the government has 779 million ngulturms to spare on a road that is illegal as well as useless for anybody, I would like to suggest that they spend it on building a bridge over the Mangdechhu in Rindibi, Zhemgang - where nine men died during May of 2014, trying to cross the river on a poorly equipped and unauthorized ferry service.

Since 2011, I have been opposing this road - on the grounds that it is not beneficial, illegal, and environmentally disastrous. The Agriculture Minister of the erstwhile DPT government, Dr. Pema Gyamtsho, offered to resign from the Cabinet, should this road happen. The DPT government finally abandoned the foolhardy idea in 2013, realizing that they were acting against the law. And yet, this road keeps popping up, time and again.

Is there something that the Bhutanese people do not understand about the need for this road? Why is there such pigheadedness about this road, in spite of being fully aware that its construction is illegal, it passes through geographical conditions
and landscapes that are perilous, and will not contribute to the economic or social betterment of the people in the area?

What exactly is the matter?

The Illegal Shingkhar-Gorgan Road, Yet Again

In a world that is beset by climate change related problems, Bhutan is projected as a shining star of environmental conservation. Bhutan has the reputation of being the most “carbon negative” country in the world.

A recent glowing report by the Guardian says:

“The Himalayan Kingdom of Bhutan has made the world’s most far-reaching climate promise to the Paris climate summit …."

It further goes on to say:

“Bhutan, which tests all policies and projects against a Gross National Happiness (GNH) index ……"

High praises indeed that make you proud, as a Bhutanese. Unfortunately, hidden away from the gloss and the glitter, something sinister has been in the works for the past few years - construction of the Shingkhar-Gorgan road which breaks all the rules in the book. It is an environmentally disastrous project that was proposed, and stopped, by the erstwhile DPT government.


The construction of this road breaks all the rules in place. In fact, given the rules in place, its construction is illegal. NEC and the Wildlife Conservation Division has repeatedly denied environmental clearance for this project because of the impact it would have on the environment and because it will destroy one of the most important habitats of the critically endangered Royal Bengal Tiger.

It is not a healthy sign when a citizen finds the need to oppose almost every move that the lawmakers propose. It is really tiresome. I am not going to say much on this issue - I am plain tired of making so much noise. I have already written close to 10 article on this issue - under the lebel “environment”.

The situation has not changed in any way - from the time the road was first proposed. The DPR and the EIA cannot be any different from how it was presented earlier. The rules have not been changed that would now allow the road to be constructed. Thus I am going to leave it to the agencies responsible - NEC and the WCD - to do their duties, as they must, as the custodians of the law.

Bhutan has to begin to be serious about the promises it makes. Or face the danger of being ridiculed.

Yet Another Disastrous DPR In The Planning?

Even while the country is still reeling under the shock and frustration of discovering the pathetic quality of DPR carried out in the Punasangchhu-I project, resulting in losses amounting to billions of Ngultrums, the ugly word has yet again resurfaced - this time related to the ecological and environmental disaster that is being contemplated - in the form of Shingkhar-Gorgan highway.

KUENSEL (issue dated 20/07/2015) reports that: “DANTAK hopes to complete DPR for Shingkhar-Gorgan highway by October”.

This is very strange - how can a DPR (Detailed Project Report) be done on a project that still hasn't been cleared for implementation? The erstwhile DPT government scrapped the project - because they realized that they would be breaking a law if they went ahead with the project.

The proposed Shingkhar-Gorgan highway passes through the core areas of the Thrumshingla National Park (TNP). Our laws prohibit any construction within a protected park area. Additionally, the Thrumshingla National Park is an important habitat for the near-extinct Royal Bengal Tiger (Panthera tigris) - that the whole world is trying to save and salvage.

The world will not be sympathetic to a country that professes to champion the cause of environmental conservation, and yet, vandalizes an important habitat of a species that is nearing extinction.

We can certainly do without this road - it benefits no one, it passes through complete wilderness and, above all, the Wildlife Conservation Division (WCD) of the Department of Forests and Park Services who must give environmental clearance before this road can happen, has sworn never to allow this project to take place - because it will be the very antithesis to their being - should this road happen.

One environmentalist I spoke to few days back is aghast at the idea of doing this disastrous road. He cannot think of anything else - except political gimmickry. In his opinion, since the road passes through Lhuentse which is where the Agriculture Minister’s constituency is, he thinks that the highway may be in partial fulfillment of his campaign pledge. The environmentalist is of the view that the Agriculture Minister hopes to be able to influence the WCD (a Division under the Ministry of Agriculture) to issue the environmental clearance that is required before work on the road can begin. Such a charge is premature and can only be proven - if and when, the Shingkhar-Gorgan highway happens.

However, I do not believe that to be true. Political brinkmanship of this magnitude is still not something that our politicians are capable of - not as yet - I mean I hope not. Also, even beyond being the Minister of the Department that must do all it can to uphold the law, His Excellency the Agriculture Minister cannot forget that he is one of the trustees elected by the Constitution of the Kingdom of Bhutan, under Article 5, to protect and safeguard the environment:

“Every Bhutanese is a trustee of the Kingdom’s natural resources and environment for the benefit of the present and future generations and it is the fundamental duty of every citizen to contribute to the protection of the natural environment, conservation of the rich biodiversity of Bhutan and prevention of all forms of ecological degradation including noise, visual and physical pollution through the adoption and support of environment friendly practices and policies”.

In defense of his opposition to the foolhardy idea of this road, all that the Minister need do is quote the relevant laws that are already in place. The then Agriculture Minister Lyonpo Pema Gyamtsho offered to resign from the Cabinet - should the Shingkhar-Gorgan highway happen!

Where In The Name of DANTAK Is This Road? - II

I am told that on November 13, 2014, the representatives of DANTAK and CDCL (Construction Development Corporation Limited) conducted a joint inspection trip of the Shingkhar-Gorgan Highway - from Gorgan side. Thus there is no longer any mystery as to which road KUENSEL was referring to, when it reported that “DANTAK will also construct a new 56KMs segment of the highway between Bumthang and Lhuentse”. Good old Shingkhar-Gorgan Highway is once again in the limelight.

For the record, CDCL was/is the contractor who worked on the construction of the infamous Shingkhar-Gorgan Highway/farm road, for the past few years.

In less than three days of the announcement, DANTAK the new contractors that unceremoniously replaced the hapless home-grown CDCL, has already moved in to take charge of matters. And word is spreading fast. One Gorgan resident tells me that DANTAK plans to complete the construction of the 56KMs segment of the highway between Gorgan and Singmala in just one year! Obviously, the poor blighter is blissfully unaware that it is the DANTAK’s unstated institutional policy to stretch all projects into oblivion. But the humble roadside restaurateur can be forgiven because his aspirations are greed-driven: he thinks he will see untold riches when the road construction is completed. So much for national interest - precisely why I subscribe to the view that all roads to GNH must necessarily be paved with GPH.

So then, what of the custodians of our environment - the National Environment Commission (NEC) and the Wildlife Conservation Division (WCD)? They have been successful in stalling the project in the past - on grounds that the construction of the road through protected areas and the tiger corridor is illegal and NOT PERMITTED as per rules already in place. Are they likely to be as effective this time round too? Will they put up a worthy fight for which the law gives them the right and the duty to protect and to speak for, the environment? Will the powers that be ignore them, and the law, and bulldoze the project through? We will have to wait and see.

In the meantime, it is worth examining all that is wrong with this shadowy project called “Shingkhar-Gorgan Highway”.

First, the misbegotten highway was wrongly christened! This is a road that starts from Gorgan towards Shingkhar. Thus, it should have been named “Gorgan-Shingkhar Highway” instead of Shingkhar-Gorgan Highway.

Second, Shingkhar-Gorgan road stands out as a unique case of happy amicability between the victor and the vanquished - a rarity, however fishy! This is the only initiative of the DPT that the present government seems to want to carry through, from where the DPT left off. Other than this, the victorious PDP government chose to dismantle most of every undertaking the DPT government initiated during its tenure - Pedestrian Day, Tobacco Ban, Education City Project, Car Quota for Civil Servants etc. etc. and etc.

Third, the segment of the road from Gorgan to Pelphu Goenpa has since been constructed. If that were not enough, for good measure, DANTAK is now being engaged to RECONSTRUCT it! Curiously, environmental clearance for the construction of the road from Shingkhar to Singmala that would meander through 11-12 KMs of one of the world’s oldest and most pristine Fir forests - was sought and obtained. For the life of me I cannot understand why clearance for the road upto Singmala was sought because, by itself, this stretch of road serves no purpose whatsoever. Thus its construction is meaningless and a waste of resources.

Fourth, the WCD has categorically stated that environmental clearance for the construction of the remaining portion of the road between Singmala and Pelphu Goenpa will not be forthcoming - on grounds that the road cuts through protected area and the laws, as they stand, do not permit it. I am not aware that the Parliament that is currently in session has an agenda that deals with the revoking of the rule that will open up the possibility of an award of the environmental clearance. In the absence of the all-important environmental clearance that, as of now, seems unlikely, how do they hope to get the highway done?

Fifth, even while the WCD has made it public that they will not issue the environmental clearance for the segment of the road between Singmala and Pelphu Goenpa, the DANTAK and the Government of India is going full throttle with the plans to see through this illegal and environmentally disastrous project. One has to wonder: what gives them this level of confidence? How do they hope to circumvent the rules?

This is not a simple case of building a road - a whole lot of issues are at stake. Central to the issue is that rules will be broken, fragile ecosystem will be imperiled and those who profess to be the custodians of the law and justice, will be seen to be the transgressors of the very law they have been entrusted to protect. Tragically, no tangible benefit will accrue to any Bhutanese - whether Lhuentsip, Mongarpa, Trashigangpa or Shingkharpa!

A whole lot of people and institutions will be put to test. The manner in which the concerned officials will deal with the issue will prove if they deserve to be where they are; whether they have the courage to do what is required of them - whether they truly understand what it is to be of service to the Tsa Wa Sum.

Where In The Name Of DANTAK Is This Road?

The front-page issue of the Kuensel dated November 10, 2014 carries a news item that in part reports; “DANTAK will also construct a new 56km segment of the highway between Bumthang and Lhuentse”.

Hello, excuse me! what segment and what highway? There is no highway between Bumthang and Lhuentse. Except for the ancient, rarely used annual migration trail, there is not even a farm road between these two Dzongkhags.

Ofcourse, the erstwhile DPT government attempted to build, what came to be infamously dubbed, “Shingkhar-Gorgan Highway” that was intended to connect Lhuentse with Bumthang. It was initially promoted as a highway. However, because the road was cutting across a protected area and splitting a tiger corridor into two and breaking all the rules in the book, the environmentalists made a hue and cry which forced the erstwhile government to downgrade the proposed highway to that of a farm road. That still did not appease the conservationists - eventually forcing the DPT government to scrap the whole idea, in deference to popular sentiments.

Now, I wonder if the “56km segment of the highway between Bumthang and Lhuentse” is the resurrection of the infamous Shingkhar-Gorgan Highway? Even if it were, why is DANTAK involved? More importantly, why is government of India involved in this environmentally disastrous project that is illegal and of no benefit to any one, atleast no one in Bhutan? India should already be feeling ashamed and guilty for all the environmental damage their hydro-power projects have caused in Bhutan.

I am intrigued and I have been intrigued for a long time - with respect to this foolhardy idea of a road. I simply could not understand why anyone in his right mind would want to do this road.

Never in my wildest dreams did I suspect that India was the grand puppeteer pulling all the strings from behind. However, if it is true that the road is being done at the behest of India, then I would say that the veil of mystery has finally been lifted and all the pieces of the jigsaw puzzle have fallen into place!

Now that the bully is openly in the fray, I wonder if the organizations such as National Environment Commission and Wildlife Conservation Division will still be allowed to do their job or be told to take the highway?

Thank you for the well written and well researched article. I hope it will get the attention of the relevant authorities. As much as I stand for the economic development of the local communities and the provision of good and easy communication facilities to people of these areas, I too remain suspicious of the benefit of this road. I am myself deeply connected to this part of Bhutan, with some deep roots in Shingkhar and quarter of my origin in Tsakaling, which lies on the edge of Kurtoe and shall benefit from this new road. In spite of the likely short term economic benefit and convenience this new connection will bring, I am wary as you are of the ecological consequences. The geological make of that terrain is precarious to say the least. Just next door in the Ngalakharchung valley, a whole mountain broke loose a dozen years ago causing not only great ecological disaster but much loss of life and property. The whole Kurichu project was nearly swept away downstream. That was already enough warning for people to be careful when they deal with the steep terrain in these areas.

The economic argument that the local communities can develop with the construction of these roads has no basis. Shingkhar already has road, so does villages in Kurtoe on the other side of the mountain. The connection that will pass through sheer wilderness is not going to add any significant bit to their economic betterment. Some commentators above say that the farmers could easily sell their dairy products. What we know is dairy farming almost immediately stops with the arrival of road as people have quick access to Amul. Shingkhar is a good example. Closure of yak farming and decline in dairy farming started when motor road reached Shingkhar.

The most important question is really about where we envision Bhutan to be in 30, 50 or a 100 years time. Do we want all our valleys and wild life reserves crisscrossed by highways? Do we want gas stations and auto-workshop shacks to prop up in every idyllic valley we have today? Bhutan's main wealth is and will be its environment and culture and this will be our lasting source of income and happiness as well as our contribution to the world. Any untoward intrusion into ecological watershed and spiritual valley such as Shingkhar will not result in economic loss (as we increasingly rely on hydro power and tourism) as well the very unique characteristics which make Bhutan special. It is for this reason, the Shingkhar community campaigned against a golf course and the responsible government of the day saw reason to stop as they have to stop the road. The Shingkhar-Gorgan road plan deserves much more debate than it is given, certainly more than MP salary packages.

Yet Again, The Shingkhar-Gorgan Road Rears Its Ugly Head

Towards the end of their tenure in 2013, the erstwhile DPT government had realized the folly of their intentions and had quietly terminated the construction of the proposed Shingkhar-Gorgan bypass. The agencies such as the NEC and the Department of Forestry, including some environmentalists, who have been vociferous in their resistance to the idea of this road, heaved a sigh of relief that something unlawful and potentially catastrophic had been brought to its just end.

Exactly one year later, the ruling PDP has again resuscitated the foolhardy venture. But this time they are smart enough not to promote the idea that it is a farm road because it certainly does not fulfill the prescribed guidelines for construction of farm roads.


However, this time round, the government does not seem to be all that educated in what they are putting out to the public. The Works and Human Settlement Minister has come on record to state that: “The road could also help travellers, especially by not having to pass through Thrumshingla that remains covered in ice in winters”. This flagrant misinformation can only mean that the Minister has not been told the truth - that Singma-La, over which the Shingkhar-Gorgan road needs to pass, is even higher than Thrumshing-La pass. If the Minister was appropriately appraised of the real situation, she would understand that the incidence of snow and icing on the road would be even more severe at Singma-La than that encountered at Thrumshing-La pass. Are some interest groups intentionally misguiding the government with false information and withholding of truth?

The other reason given is that it will shorten travel distance from the East to the West by about 100 Kms. That is a good reason to consider the road - except that there is some mathematical error in the calculation of the distance. According to what I know, the distances are as follows:

    Shingkhar to Singma-La      6  Kms
    Singamala to Pelphu          30  Kms
    Pelphu to Zhongmay           5   Kms
    Zhongmay to Selibi-zam     6   Kms
    Selibi-zam to Gorgan          5   Kms

Even beyond the numerical error, what the ruling government and its concerned Ministry has not been told is the fact that the ascend from the valley at the bottom of the mountain to Singma-La requires a total of 26 zigs or bends or turns - before hitting the Singma-La top! You can well imagine the gradient of the road! To my memory, there is no road in Bhutan with that kind of steep gradient. This should tell you the kind of geography and topography you are dealing with. To carry out so much cutting into the mountainside will destabilize the already fragile soil structure of the area. Additionally, I am told that this area is most of the time shrouded in mist and fog. Therefore, even if the whole mountain does not end up at the bottom of the ravine, the road will remain perilous and unusable most of the year.

Therefore, even if we were to accept that the distance would be shortened, what will be the volume of traffic the road will carry? Has the government done a cost benefit analysis of this venture? Would it justify the tens of billions of Ngultrums that will be spent in the construction of this road?

Is it enough that the people of Lhuntse makes a request to the Works and Human Settlement Minister and the government has the wherewithal to grant them that kidu? The government has to be mindful of the fact that there are parts of the country where there are no roads at all - let alone a road that can get them to the West in the quickest of time.

In recent times, the Bhutanese lingua franca has been permeated by a newly coined phrase: geological surprise! This new coinage attempts to justify and condone the expensive disaster at Punasangchu I, the consequences and implications of which the Bhutanese people do not seem to fathom or be bothered about. On the floor of our Parliament, elected leaders speak with practiced deftness, of geological surprises as something commonplace and as an act of God that deserves compassion, understanding and forgiveness.

No one is being held accountable for the horrendous disaster; no one seems to point out the fact that such “geological surprises” are not acceptable in a project the size and scale of Punasangchu I. No one seems to care that the project authorities had obviously failed to carry out proper investigation to safeguard against such surprises.

In all likelihood, the geological disturbance caused by the construction of the stretch of road between Singma-La and Zhongmey will cause the entire mountain to collapse at the bottom of the ravine.

Does the present government hope to be indemnified of all blame - because this too can be conveniently written off as another “geological surprise”? I don’t think so, because in this case, fair warning has been given - that the venture is unlawful, meaningless and environmentally disastrous.

The erstwhile DPT government saw through the futility of this undertaking and stopped it in time, at the behest of the people whom they represented. I urge the present government to do the same. Even if not entirely - until a thorough investigation is carried out and until after amending the law that currently prohibits construction of any kind within the core park areas.

The construction of this road was, and still is, a great concern to all of us who care for the environmental health of this country. In June of 2013, I trekked up to Singma-La top - to see for myself what was involved. The following photographs will tell a small bit of the larger story that is the Shingkhar-Gorgan road.

The Singma-La Pass. One can see that the pass is way above the tree lines meaning it is over 4,000 Mtrs.

Thrumshing-La Pass at under 3,800 Mtrs. As opposed to the barren top of Singma-La, you can see trees atop the Thrumshing-La Pass. This means that this pass is much lower than Singama-La.
